3.3 Account Security

You must notify jl23 support immediately if you suspect unauthorized access to your Account. jl23 accepts no liability for losses or damages arising from unauthorized access caused by your failure to safeguard your credentials.
3.4 Non-Transferability
jl23 Accounts are personal and non-transferable. You may not sell, transfer, or assign your Account or any Account credits to any third party. Any such transfer will render the Account immediately subject to suspension.

In compliance with PAGCOR regulations and the Philippine Anti-Money Laundering Act (AMLA), jl23 requires all Players to complete Know Your Customer (KYC) verification before real-money play, bonus activation, or withdrawal processing is permitted.
4.1 Required Documents
You must submit one (1) valid, government-issued Philippine photo identification document. Section 5
jl23 accepts deposits via GCash, PayMaya, Bank of the Philippine Islands (BPI), Banco de Oro (BDO), Metrobank, and UnionBank. All transactions are conducted in Philippine Peso (PHP).
5.1 Minimum Deposit

5.2 Source of Funds
You represent and warrant that all funds deposited into your jl23 Account are from legitimate sources and do not represent proceeds from any illegal activity. 5.3 Deposit Processing
GCash and PayMaya deposits are credited to your jl23 Account within sixty (60) seconds under normal processing conditions. 5.4 Failed Transactions

Players may request withdrawals of real-money funds (excluding uncleared Bonus Funds) from their jl23 Account subject to the conditions below.

6.4 Withdrawal Restrictions
jl23 reserves the right to delay or withhold withdrawal processing pending additional AML verification checks on transactions that trigger jl23's internal risk management thresholds. jl23 will notify the affected Player and provide a reasonable timeline for resolution.

7.1 Eligibility

jl23's total aggregate liability to any Player in connection with any claim arising under these Terms shall not exceed the value of the Player's Account balance at the time the relevant incident occurred. This limitation does not apply to claims arising from jl23's fraud, wilful misconduct, or gross negligence.
The jl23 Platform is provided "as is" and "as available." jl23 makes no warranties — express or implied — regarding the uninterrupted availability, error-free operation, or fitness for purpose of the Platform beyond what is required by applicable Philippine consumer protection law.

The Privacy Policy is incorporated by reference into these Terms and Conditions and forms an integral part of the agreement between you and jl23.
By creating an Account, you consent to the collection and processing of your personal data as described in the Privacy Policy, including its transmission to PAGCOR and to KYC/AML service providers as required under jl23's regulatory obligations.
Section 15
These Terms and Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.
In the event of a dispute between a Player and jl23 relating to these Terms or the Player's use of the Platform, the Parties agree to first attempt resolution through jl23's internal complaints process by contacting the jl23 support team. jl23 commits to acknowledging complaints within twenty-four (24) hours and providing a substantive response within five (5) business days.
If a dispute cannot be resolved through internal processes, either Party may refer the matter to PAGCOR's regulatory dispute resolution mechanism, to the extent available under jl23's licensing terms. Any unresolved disputes shall be subject to the exclusive jurisdiction of the competent courts of the Republic of the Philippines.
